External Content Linking Policy
Purpose
TRSL’s
web pages are for informational purposes only and are not intended to
be open public forums. External content, including links to non-TRSL
web pages, will be permitted at TRSL’s sole discretion.
Definitions
“TRSL
web pages” are only those whose content are under the control of TRSL,
including, but not limited to, http://www.trsl.org. “External content”
means content or links to a website provided by a non-TRSL entity.
Content guidelines
In
exercising its discretion to allow external content on its website,
TRSL will be guided by the purpose of this public site to support, as
efficiently, conveniently, and cost effectively as possible, and in a
manner of presentation befitting state government, the following uses
by the public:
• Location of and access to useful pension-related
public information provided by public agencies and nonprofit,
nonpartisan organizations.
• Location of public services.
• Delivery of public services via the Internet.
TRSL,
at its sole discretion, will determine whether external content meets
these purposes, by denying or removing external content with any of the
following characteristics:
• Advocacy of or opposition to any politically, environmentally, or socially controversial subjects, issues, or candidates.
• Disparagement or promotion of any person or class of persons.
•
External content not suitable for readers or viewers of all ages, or
links to or other promotion of businesses whose products or services
are not suitable for persons of all ages.
• Promotion of illegal, violent, or socially undesirable conduct.
• Promotion of alcohol or tobacco products or illegal drugs.
• Solicitation of goods, services, membership, and/or membership dues.
• Promotion of adult or sexually oriented entertainment or materials.
• Promotion of weapons or gambling.
• Content that infringes on any trademark, copyright, or patent rights.
• Claims or representations in violation of advertising or consumer protection laws.
• Claims of efficacy, suitability, desirability, or other nonobjective statements about businesses, products, or services.
• Content that a reasonable citizen may not consider to maintain the dignity and respectability of a government agency.
Oversight and monitoring
The
Public Information Director shall establish procedures to monitor the
implementation and continuing oversight of this policy. These
procedures shall include:
• A process for review of all new
requests for external content links from a TRSL webpage to a non-TRSL
webpage to ensure compliance with this policy prior to granting the
request; and
• A periodic review of current direct external content links to ensure that such links still comply with this policy.
Removal of content
TRSL may remove, at its sole discretion, external content from its website at any time.
Effective date
The Website Disclaimer and External Content Linking Policy became effective February 2, 2006.
